You can banish this card from your Graveyard to Ritual Summon a Ritual Monster from your hand, by Tributing Blue-Eyes White Dragon monsters whose combined Levels equal that the Ritual Monster.
Neo Kaiser Sea Horse see
This Level 4 Dragon monster (1700 ATK / 1650 DEF) doesn’t carry the “Blue-Eyes” name, but features effects that support the archetype:
Can be Special Summoned from your hand if you control a Blue-Eyes White Dragon.
Reduces the Level of a LIGHT Tuner on the field by 1, making Synchro Summons easier.
